I was told by ML some people will tell the girls who initially charge lower, they will write FR and indicate higher price on the special, like 80-100 for HJ. To push or influence the bros here believe this is the market price paid to the girl. And they do this to exchange benefit from the girls to have free extra service or ask the girl to do more for them at low price.
But some are advertisers or owner of spa/Whiteknights of the girls to write FR and claim they paid like $100 or even got $150.
