In normal, non-covid times, visiting these FL isn’t illegal. But profiting off of them is illegal (ie OKTs) and its illegal for these FL to do so on grounds that this violates the terms whatever pass or visa they are on in visiting Singapore.

U check SG law, got nothing to say visiting them is illegal except police can bring u back/ask you report another day to help them with investigation. Of course if its underage FL then that one 100% criminal
