Most ATMs in Phils: PHP 10,000 withdrawal limit with service charge of PHP 150. If you're using a Singapore issued bank card or credit card, the Singapore side will also hit you with their service charge per your bank's regulations/CC's cardholder agreement for a cash advance.
If you are a Citibank card holder and you go to a Citibank ATM (there's one at Robinson's Malate in MNL and one on MacArthur Highway in AC), the max withdrawal is PHP 12,000 or 15,000. No service charge as you are a Citibank customer. Only cash advance fee.
As for Batam, most ATMs have a limit of IDR 1 juta. If you go to a big mall in Nagoya or Batam Centre, they usually all have an ATM lobby. If I'm not mistaken BCA has a slightly higher limit of IDR 1.2 juta. There is one bank, I cant remember the name, but it has a red logo and is a newer bank, I withdrew from one of their ATM in Bali and the limit was IDR 3 juta.
