1) Zhuhai definately cheaper...400RMB can stay at good hotel with seaview, 280RMB can stay at good hotel in good location, 168RMB can stay at good hotel (taxi fare to many places 10~20RMB only) / Macau - cheap hotel already cost you 680pu bi, not to mention if you stay at good hotel, rates can go up to 1000pu bi.
2) depends, you can take a cab to gongbei guan, 70~80 pu pi (takes you 15mins) , or you can take free bus to (ANY) casino, then from casino take free bus to gongbei guan (might take you an hr)
3) Recommend Nanyang Seascape , can see sunrise, wudi hai jing, very close to many location and gongbei guan.
