If you do not wish to be greatly affected by the power cut, then spend more to stay in 5 stars hotel. These 5 stars hotel have back up generators. But they cost a bomb too. As for water cut, there's nothing you can do. For ATMs, use only when you are really down in cash there. Singapore banks charge S$5 service fee for every 2 million VND withdrawn in Vietnam
