First of all, who is the partner? A FL? A "legal" WL? Your GF? A pick up?

The risk of getting HIV or STD for bonks are normally as follows;

In general the risk of pregnancy for the girl is high. And the unforunate guy may soon find himself at risk for marriage unless he is still single. Statistics has shown that to spread HIV from a woman to a man is significally lower than man to woman. Moreover you did not cum. You had a risk but not a high one, go for a check up after 3 months to confirm. You should turn out fine.

The reason why its easier for HIV to be spread from Man to Woman, instead of Woman to Man, is due to the surface area. The vagina has more mucous membrade, larger surface area. The penis on the other hand, virus enter through the urethra/peehole/cumhole. Comparatively smaller surface area.
But seriously, you can calculate your degree of risk in whatever way you want. Risk is still risk. If you have unprotected sex, you are exposed to HIV whether or not you cum.
