A man who donated blood failed to declare that he had recently slept with prostitutes, and was jailed for eight months yesterday.

The 57-year-old was found to be infected with the HIV virus that can lead to Aids.

But in a statement to The Straits Times last night, the Health Sciences Authority (HSA) said that the man's HIV-tainted blood was 'immediately isolated and destroyed".

HSA said that on Nov 21, 2009, the man's blood tested HIV-positive when he made a donation. That blood was destroyed.

HSA then looked back at his donation history and found that he had made previous blood donations between July 20, 2008, and Aug 21, 2009. But tests on those blood donations were negative for HIV.

Earlier in the day, the man - who cannot be named because of a gag order - appeared in court.

He faced two charges of falsely declaring on his donor health assessment form that he had not visited prostitutes or had sex with more than one partner in the 12 months before his donation.

The first false declaration was made on July 20, 2008, when he visited the Centre for Transfusion Medicine in Outram Road.

The second false declaration was made on Nov 7, 2008, at the same place.

The prosecutor went ahead with the first charge, and the second was taken into consideration.

Investigations revealed that the man had supplied information which he knew to be false in his donor health assessment questionnaire.

"Further investigation revealed that around December 2007, (he) had paid for unprotected sex with Chinese prostitutes in Geylang," said the investigation report.

The man was reported to the Ministry of Health's enforcement branch for investigation on Jan 6 last year.

HSA said stringent measures are in place to screen blood donors and ensure that the risk of transmission of infectious diseases through blood is minimal.

"We are very mindful of our responsibility to safeguard the national blood supply to provide patients with the safest possible blood when they need it," it said.

It said every blood donor must truthfully answer the Donor Health Questionnaire about their health, travel and sexual history before donating blood, and the questionnaire is a statutory declaration.

In addition, medical screeners will go through with donors, face-to-face, the questions relating to risk factors to ensure that each donor is aware of what he has answered in the questionnaire.

After donation, donors are given a 24-hour toll-free number they can call if they feel that their donated blood is not suitable for transfusion.

All units of blood are screened for infectious diseases such as HIV, Hepatitis B, Hepatitis C and syphilis. Any unit that tests positive is immediately quarantined and destroyed.

HSA added that the precautions taken are in line with World Health Organization guidelines and comparable with those applied by reputable blood banks in developed countries such as the United States and Britain.

In 2008, a Myanmar national was sentenced to eight months in jail for giving false information before donating blood. In 2005, five men aged 21 to 37 were each jailed for between eight and 10 months.

The maximum penalty is two years in jail and a $20,000 fine.
